Cook soba noodles according to package directions. Drain thoroughly and rinse with cold water to stop cooking and remove excess starch. Set aside.

In a large bowl, combine the cooked and cooled soba noodles, sliced cucumber, shredded carrots, sliced red bell pepper, and fresh cilantro.

In a small bowl, whisk together peanut butter, soy sauce, rice vinegar, sesame oil, honey, minced garlic, and grated ginger.

Gradually add water, 1 tablespoon at a time, to the dressing until it reaches a smooth, pourable consistency.
