    Continuously stir the mixture until it is hot and steaming, but not boiling, about 5-7 minutes; ensure the sugar and cocoa are fully dissolved.

    Remove the saucepan from the heat and stir in the vanilla extract until thoroughly combined.

    While the cocoa is heating, prepare the peppermint whipped cream: In a cold bowl, combine the heavy cream, powdered sugar, and peppermint extract.
