Cut in the cold butter using a pastry blender or your fingertips until the mixture resembles coarse meal with some pea-sized pieces of butter remaining.

Gradually add the ice water, 1 tablespoon at a time, mixing until the dough just comes together. Do not overmix.

Divide the dough in half, flatten each into a disk, wrap tightly in plastic, and refrigerate for at least 30 minutes.

Preheat oven to 375°F (190°C). Roll out one disk of dough on a lightly floured surface to a 1/8-inch thickness. Cut out 12 rounds using a 3-inch round cutter and press into a standard muffin tin.
